Maybe you could have Izel tease Fior by not making it clear whether she prefers her with Longer or shorter hair so Fior decides to keep letting her hair grow longer until maybe Izel tells her to stop since she could always cut it short in just a few moments while growing it takes a long time. That is if Izel ever let's that happens ;) Fior could have her hair tied up in a knot or even golden in halves,quarters, or just bundled up while being held by a pin or or bun to still keep an appearance of her usual "shorter hair look"
If Fior does grow her longer, maybe even waist length, she could tease Izel back by having them hang over her front, covering up her breasts and maybe even her privates if she's sitting. She could tell Izel that if she wants a better view, she'll need to come over and "brush off her hair" (pun intended).
