Oh, definitely. In my last graphic novel there were a few times I drew the hell out of one location, then reused that drawing shamelessly with the help of perspective tweaks, cut-ins, and other such tricks. There were other places I drew the heck out of for one panel that never appeared again; sometimes that happens. And enjoying the process of Drawing The Background helps in both of those situations; sometimes you've just gotta spend a week working on that giant two-page spread that sets the scene.
(but being able to knock out something like this in an hour sure as hell helps, I generally end up spending like 30min-1h on the average panel and that's a pretty survivable pace IMHO.)
