Cyndaquil has total base stat factor of 309
Chikorita has a total base stat factor of 318
Cyndaquil has a mediocre stat set in correspondence with it's available move pool, whereas Chikoritas stats line up with a lot of potential strategies.
Sure, Cynadaquil has more resistances, but its low defense will just wipe it if it's hit with a super effective move anyway. Chikorita can tank through super effective moves if you EV train it's Defense and SP Defense to max and put the rest of your points into HP.
