The reason Zhaitan never brought them to life under his rule to rub it in your face was because they fought so valiantly that there wasn't enough left of them to reanimate. [Magister Sieran aside; Elder dragons cannot corrupt other Elder dragon minions.]

I don't know about that. The Risen Eye of Zhaitan in the second-to-last story missions says Tybalt is "waiting under the dragon's wings." Implying he WAS reanimated, but we simply haven't seen Risen Tybalt yet. And there's a special event in... Sparkfly Fen, I think, where a Risen general ambushes you and says he's "sending you to shake hands with Tybalt."
I'd mention what happens in Hearts and Minds, but I don't think that ties back to the battle at Claw Island. It ties more into the player's memories, hence the mission name.

The eye could have been lying to provoke a response in hopes to gain the upper hand in the battle. As for the general, his quote could imply either a risen Tybalt [unlikely, as risen have no free will and therefore, no reason to shake hands] or a one-way trip to the mists.
Alternately, the heros being risen WAS planned, but scrapped by Anet. Good catch though!
