If you like the design, it's worth it. Left or right of center, near clavacle, facing inwards, with the back feet about 2 inches up and 2-3 inches inward from the nipple would probably look nice.
On the neck, maybe about the size of the back of your hand, so long as the tattoo artist can work with the skinny lines being that small.
Cool place I saw someone have the tattoo was a full colored one, kinda above inner front pelvis.
