This caused it to break from it's programming becoming Shard.

Shard was one of the secret agents who saved the kingdom of acorn from a conspiracy.

Sadly later metal sonics that robotnik built were created with failsafes to ensure against their AI developing free will

Well with a Robian it's different, Sally isn't an AI, she's a real person under the control of complex programming. The Original Roboticizer took freewill away as a side effect, the later versions did it on purpose installing a control program so the robian wouldn't "default" to their original personality, the program naturally became more complicated to the point removing it was pretty much impossible. Sally's weaponized form how ever could be viewed as a special case, she's powered by Golden Rings, which could restore the will of victims of the original roboticizer, and she's connected to The Source of All. A Sort of "Force" like power of light and good that the gold rings spring from. It's conceivable that after being damaged in a fight Mecha Sally's autorepair systems might accidentally delete her control program,no control program combined with the ring energy Mecha Sally's "OS" defaults to her natural self.

not exactly but the current metal sonic is developing without limiters like shard did.
So a new Shard may be in the cards, or he might return and I just don't know
