Okay I'm now taking my time for this.
You may say you don't have experience with water dragons. this may be true, but your experience with normal dragons shines through. You have the correct size and shape for the chest, belly, neck, tail, friggin' everything if you knwo what I mean. ;)
As I said, you did an excellent job at the tail and shoulders. Also, your style lends very well for those quick scales you always draw.
I can't really name some drawing flaws, but I can point out some concept ones.
In water, everything that is spread out wide makes moving around more difficult. Dragon wings are designed to fly, not used as webs. Therefore, I would say they would look better folded on his back (There's a reason most Water Dragons don't have wings).
Also, there are a few things you can do to stimulate water. First among those are bubbles. But you can also play around with dark patches. By drawing dark shades at the bottom of the drawing and a few dark pathes among the "sky", you simulate the natural light flow of water. Lastly, and most difficult, you can draw patches of moving water around his paws whihc appear to be moving.

So awesome. Looks like something I saw on a Yu-Gi-Oh card ages ago, or the cartoon itself. Though, (being a know it all at this moment), it looks more like a cross between a gold and bronze dragon from western folk lore and mythology than a water dragon. Water dragons are having the likeness of a large snake and live mostly in either rivers or shallow oceans or seas.
