Character is Ripple, a Vaporeon of the PCA academy (imagine anthro pokemon high school). It is an ongoing concept spearheaded by  ebonyleopard and  Carlito.

The newest wrinkle has been the new principal's declaration of a school dress code which hits some students hard. Especially Ripple who was known for his many tattoos and stylish clothing. Now he feels sad. Awww!
