You can make it to where she can excrete the glowing goo as part of a defense mechanism. Some deep water copepods eject a bioluminescent cloud to ward off predators. Perhaps your character can do the same :3
And perhaps you can throw in some small luminescent spots on her tentacles for an extra bonus
