
The Nazi part attracted a lot of attention. A gathering of chaotic people will always attract more chaotic people, both as allies and enemies.

Crime-lord Mabuse: When the Nazi party started forming in Tomania, Dr. Werner "Mabuse" Misbrauch and his criminal network were instrumental in gathering the money needed for their political campaign and efforts. When they ascended to full power however, the part turned on Mabuse. After all, a party as obsessed with order, stability and frigid rules does not tolerate law brakes and criminals like Mabuse. He would later become a member of Kaiser Circle, a Tomanian resistance bent on assassinating the Fuhrer and toppling the party.
Warden Alberto Caligari: Given free reign of her his asylum by the party, Dr. Caligari performed bizarre and brutal psychological experiments. Most involving sleep and/or hypnosis. At other times, he'd just turn a blind eye and let the party take away the patients to be eliminated or experimented on. He didn't care. He had his own little domain to play in. He was content where he was. In a way to him, the Nazis were the source of his very purpose.
Agent Josef Kraus: It was all a trial. The whole... 'process' as they called it. A test of his purity, his resolve, of his actions and inaction. He was being tested like many other before him. And he past. Josef "K" Kraus, a banker, became a strong standing member of the Gestapo. Immediately he buried himself in his new job, all to forget the hell he was put through to be where he was now.
Orderly Cesare: One of Dr Caligari's patients and hypnosis test subjects, Cesare became so susceptible to the good doctor's mental influence that he became his personal assistant.... even though he was sleeping all the time. Through his study of Cesare, Caligari discovered that certain traits like reflexes, environmental awareness and other such human abilities are strengthened while a sleep in men like Cesare. A weak-minded fool awake. A dexterous, obedient and efficient machine of a man in sleep. Quite unexpected.
