Kira, plucky companion of Aries Passadar, hacker, rollerskater, courier and boundless ball of energy had several primary influences!
Acid Burn, of the movie Hackers, was always cool under pressure and has a competitive streak a mile wide. Her talents helped prevent major corporate espionage which would have resulted in a tanked economy and an ecological disaster.
Y.T. (Yours Truly), the skateboard courier of the novel Snow Crash, has a genius level IQ, but her intelligence is centered around the streets and gathering intelligence.
Gosalyn Mallard is how I picture Kira sounding as well as behaving. Boundless energy and optimism, sunny disposition and a gigantic penchant for sticking her nose where it doesn't belong...
Genki was constantly moving, urging his friends to motivation, using his roller skates in combat and in spite of overwhelming odds, constantly keeping high spirits!

Yeah, she's even got a bit of Penny from Inspector Gadget in her. But she's a bit more physically pro-active, having plenty of moves handy, which is why she draws a little more from Y.T.
And yes, Snow Crash has been one of my top-five favorite books since I was thirteen! If anything ever *needed* to be made into an anime... that book sums it up.
