does diplomacy work? In exchange for favorable trade status and certain tariff waivers I'm sure a deal could be worked out, with the promise of no interference with internal politics, a ban on trade in subversive material, and official recognition that this new political entity is not to be publically called a "Pariah State." And official sanction against independent acts of violence against the new state. I'm sure that would be a reasonable list of things that would ensure another state is left alone, and without having to pay Danegeld, which everyone knows is a scam.
