Thanks! It's a headcanon I have for the Animal Agents of OWCA. In the Academy, first part of their training is to be completely shaved and scrubbed down with a special body wash that prevents fur growth. This makes it so that they never get or spread fleas, ticks, or other parasites to the other animal agents. After the shaving, they're given a brand new faux fur pelt that matches their old fur to keep their dignity intact. Underwear is optional. (Don't tell anyone, but Peter the Panda goes commando. Shhh!)
