Not sure if this counts as custom, but meh, this is a 2012 Princes Luna from a toy line that you are supposed to decorate yourself the other figure i have seen is Rainbow Dash so im not sure which characters are in the line, the package comes with some stickers and a couple of color markers

And of course all the paint which is a nice metallic blue.
