Memes like this political comics at least in the US fall under the definition of fair use. More artists are credited with a visible signature of this is their comic. They come here for the fandom sure but sometimes people need a break from the constant I'm not popufur enough, my art sucks, I can't get followers on fa drama. Sometimes the audience needs a meme.
