The pacifiers were so that they'd have something close to put in their mouths to suck and chew. Eventually they'd suck on it so much that the rubber would tear off of the plastic and then they'd chew on the rubber for a while like gum. My mom dated a cop for a while and he used to do crackdowns on clubs like that.
