Well... at least it makes more sense then that 'wait for the real cops!' rhino to try and do policework there.
I mean when he yelled that at Judy I was all like "What are you gonna do big guy? Akwardly godzilla your way through that town, sweating every step?
I think Duke'd have literally been impossible to catch before the ZPD hired Judy. All those big lumbering megafauna types couldn't go where he could go.
