The Yamato (Japanese) Supermen and one of the key figures in the great Yōkai hunt during the second great war. Yamato Empire is one of, if not THE, biggest center of Eldrich abomination activity. Giant Skeletons, living walls of eyes, humanoids with eyes instead of anuses and so much more. The Government decided to capture, tame, train and use all these creatures in the war. They organized several exceptional individuals to create machines and think of ways to beat and trap these monstrosities so that they can be tamed. These individuals were:
-The Golden One, himself.
-Minister Umataro Tenma of the Yamato Ministry of Science.
-Prof. Kaneda, a former colleague of engineer Carl Rotwang and a robotics enthusiast.
-Charles Laughton, a traitorous geneticist and another former colleague of Rotwang.
The Golden One, unlike the other three, was assigned to field duty. He was out there fighting the things and using the devices and tech made by his scientific allies. With his Atlantean staff and superior physical abilities, he was able to go toe to toe with the worst of the Abominations, or Yokai as they called them. However, the creatures proved to powerful and unstable. Not even his great power could help in the matter. They couldn't be contained and trained in the numbers the government demanded. The only things that had been salvaged from the whole endeavor was a single Yuki-onna who, being sentient, was trained as an operative and sent to Tomania, and a gigantic Gashadokuro amalgamite, that was tamed and placed in Iwo Jima where it ended up being killed by the Allied Empowered individuals and getting a US flag stuck in it's giant forehead.
The Golden One went into hiding after the war but resurfaced a few years later, continuing what he did before the terrible war. Fighting those who would do harm to the innocent.

I don't speak Nihongo, so I've no idea how common any of those names are, but I did recognize a couple and can't help but wonder...
Kaneda was the most obvious, being the a the main protagonist of the film Akira.
Laughton only sounded vaguely familiar at first, which meant it would ruin my day unless I could remember why, but fortunately the few neurons fired off just as I was about to begin googling and I remembered: there was a Doctor Laughton in the 2001 anime Metropolis.
I've no idea if any of the other names are nods to characters in anime, but then I've no idea if I'm just connecting dots that aren't there, either. Whatever the case, everything about this image makes me wish there was an entire comicbook to go with it. I'm definitely a sucker for superheroes of a bygone era rendered in a more modern style like your own. Super snazzy.
