Character: Ultra is a private detective from Neon Lights, my cyberpunk universe. She is a Circuitborn (also known as a Cyberlope, Neon, Glowskin, and a variety of other names), an artificial organism created when a specific type of AI gains self-awareness and manifests itself a physical body.
She used to be the onboard AI in a cyborg cop's helmet. Long story.
Personality: Outwardly calm and quiet, but sharp-witted and fiercely dedicated to solving whatever case she might be tasked with. Slightly more open and talkative around people she knows well, with something of a dry sense of humor.
Powers/Abilities: Fairly high strength in proportion to her size and physique, as well as the ability to heal most injuries due to her synthetic physical makeup and a lack of recognizable internal organs. Keen memory, intuition, and observational ability.

I don't want to go into too much detail regarding the mechanics behind manifestation, beyond it being a sort of mind-over-matter thing that may possibly involve the AI developing a soul, but I do have a pretty good idea of how it might look: Imagine a glowing fleshy-looking veiny mass growing out of a computer (or whatever device held the AI) with bolts of electricity, glitchy visual effects, and weird white fluid everywhere.
She does own more concealing clothing for when she needs to be sneaky, too. One of my other ideas for outfits included a more conventionally cyberpunky trenchcoat-type ensemble, with a hood.
