She sure does doesn't she. (^_^)
Cressellia is a legendary from Diamond and Pearl, she's a female only species, a psychic type and has feathers/down just like the Lati's. (You can even get a feather from her in the game.)
I'm not sure what the official take is, but I think she's similar enough to put her in the same family as the Lati's even if she is only a psychic type and not a dragon/psychic, they just look nice together. (^_~)
