This is Blitz Wind, one of the three Captains of Celestia's Regular Guard. He's a very sour person, having gotten tired of his role taking care of the newbies long ago. Here he's looking over a balcony in Canterlot as the city is invaded.

I might make proper reference sheets for him and other characters at some point in the future.
