Here I tried to add in some cell shading. Obviously it's not done as it should be. It's also a difficult pose to start out with especially considering she'd be underwater in this.
I tried two things. The right one is more colour saturated to bring out her more vibrant colour. However the shading is very dulled because of that.
The left one was an attempt as making it look more rubbery / shiny. I mucked about a bit with some effects and brightness settings etc to pull it off.
I kind of like both, it's fun practice all the same. I won't be doing more with this picture. I've learned a few things here and will try to better myself on the next picture.

About the dulled shading though, if I may tell a hint, have you tried to put the layer on "shade" somewhere on the left in a dropdown menu?
If the shading layer is in the same folder as the color (!), it will sort of scale with the brightness of the underlying layer.
No clue whether "real" artists do that too, but I often set the shading layers directly like that because I also tend to readjust the colors in the end...
