I think, considering how Axia acts, even the fact they're male in the dub isn't a total cover-up at least. Though it's still a shame trans characters aren't treated seriously, making Axia male while retaining his mannerisms would make him a gay character, and we're only just starting to see them become acceptable in animation meant for general audiences like we've seen in Legend of Kora, Clarence, Gravity Falls, Steven Universe, and Adventure Time.
Hopefully, it won't be that much longer till a trans character isn't treated like a joke character in Family Guy, but is actually treated with respect. Even Nintendo seems to be leaning towards this with occasional nods to Birdo being trans, thanks in part to older fans remembering their original entry in Super Mario Bros. 2 being directly translated from their description in Yume Kojo: Doki Doki Panic; "He thinks he's a girl". And the fact that some Nintendo games freely allow male and female characters to crossdress, although this doesn't always have a bearing on gender identity. Also, in Animal Crossing, the characters we know as Gracie and Saharah, both females, where named Grace and Roland in the Japanese version respectively, and are both MALE! In fact, Gracie/Grace had a male voice in the original Animal Crossing, before it was changed to the "Snooty" voice that's otherwise exclusive to females!
In any case, even if Axia's gender wasn't fully retained in the NA dub, by not retconning them to biological female, they still go against what is considered "the norm" in our part of the world and could still be controversial to groups who believe kids shouldn't be exposed to these types of characters out of fear that it'd make them gay, which we already know is bullshit. It's not perfect, but still better than total censorship.

I think Axia Is a male and I even think I read an article that the creator of Buddyfight wanted access to always be a male but thought it would be better just to keep him a female for the Japanese dub and for the English dub to switch it around also I think he just wanted to do it as a joke
Male in the US and female ( transgender)in Japan. So, you would think character would be 100% female but...probably because axia really looks male in his design, they decided it was more resoneable to make character just a he, even if that meant he would be gay for Drum's drill. To me, he works best as a male so it's all good~
