Giant Bluey has gone on a little power trip and taken over the bakery and the soda factory. The icon above the bakery represents "food", the icon over the soda factory represents "luxuries" and Bluey's obviously thinking of a monarchy.

Now he just needs some trade and production and he'll have a nice little city going.

...Also, I notice just now that Bluey's missing his anklet. Gah!
