Well, idk if he'd draw his sword at the sight of a dragon in a more basic environment. Bad publicity and all that (how would it look for a major knight of the kingdom to decapitate an innocent citizen doing his ordinary job? We'd have a major scandal! ) But yes, I do think he'd bear a grudge and verbally attack him.
