Do you mean Flandre? It depends I suppose if we're looking at straight canon material or the broader, more fanon-inspired material.
The most accepted views though usually portray her as playful, energic and curious, if destructive, often due to either.carelessness or being driven by her destructive powers.

also, Gensokyo sounds fun. A lot of weird stuff happens in the Phoenixverse as well, mainly on Infinity island.... but it's more like 50% Weird, 50% Epic, and 100% other stuff. hard to explain right now.

And indeed, yea? Suti makes quite marvelous pieces, and good Touhou TF are few and far between.
