THE WISHER DRAGONS:
The Wisher Dragons are a breed of angel dragon that descend upon the earth whenever a wish supported by strong hope and willpower is made upon a star. Different wishes, star types, and other factors can determine the physical appearance of each individual Wisher Dragon. While they possess all required systems to be identified as a living animal, Wisher Dragons are simply living stardust that do not require sustenance, or have basic biological needs or requirements. Each Wisher possesses a Token, or halo, that allows them to return to the heavens, as well as draw their powers from. The powers are all unique to the Wisher in question, and are also dependent on the wish to be granted.
Wishers are defined by their constant service and drive to grant wishes and bring about happiness and peace, powers capable of altering reality on a minimal scale, constantly-changing tokens, as well as their leniency towards feline anatomy and strange dental formation, which hosts four powerful carnassial premolars that are evolutionarily meant to shear into flesh and bone like a pair of scissors. They are built to endure most situations and environments as well with a tough biology and immune system as well, making Wisher Dragons extremely difficult to kill or permanently injure.
Skeletal details--The Skull
•Wisher ADs come with a set of carnassial premolars capable of cutting into flesh and bone, with its canine teeth creating as a stab-and-drag motion towards these shear-like teeth. See the marsupial lion for more teeth info. (Nerdy death koala with opposable claw thumbs and 2000 lb bite force. Scary!)
•The incisors of the Wisher ADs differentiate on occasion, sometimes forming carnivorous, omnivorous, or herbivorous incisors.
•There is plenty of space for a large brain, as well as a large nasal canal for a strong sense of smell, and large auditory cavity for well-hearing ears.

•Wings vary between feathered and bat-like Depends largely on the wish made, however.
•Digitgrade toes/legs assist with higher-velocity movements.
•More feline in body structure, boosting power and durability in most situations.
•Large rounded ears like a rabbit to hear wishes. Length is adaptable but shape remains the same. Some defects will cause the ear cartilage to degrade and make ears floppy.

The powers granted depend upon the wish that was made, and tend to be somewhat limited to that wish in particular (I.e. If someone were to wish for help while lost or stranded in the wilderness, the Wisher it summoned could be able to control fire or weather).
Wings?
Yes, all Wishers must have wings! However, the term is very loose, and can range from stingray 'wings' to feathered wings, bat wings or hybrid feather and bat wings. Wings can also be illusion or hologram-based, but they are required for all Wishers so they may be able to go where they need to, as well as return home whenever they please.
Powers?
Wishers enjoy a multitude of powers, but very rarely have the ability to do things on a largely destructive scale. No Wisher Angel Dragon can grant the gift of life, or an early naturally-occurring death. The most they can do is provide emotional and atmospheric alterations, elemental manipulation, boost luck, and more. Most Wisher Angel Dragons are considered to be signs of prosperity and good fortune.
Different Wisher Angel Dragon Types?
There are three types of Wisher Dragon: the Fallen Wishers, the Celestial Wishers, and the Cyber Wishers.
•Celestial Wisher Angel Dragons are simply Wisher Dragons that have granted or are still granting their given wish, and are capable of traversing in-between the heavens and earth as they please after granting their first wish. They can continue to grant wishes, but are capable of traversing larger distances and taking on even more challenging wishes as they continue to experience and age.
•Fallen Wisher Angel Dragons are the Wisher Angel Dragons that were, for whatever reason, unsuccessful in granting their wish. Usually, these Fallen Wishers rejected their wish (wishes to do harm, evil, etc.) or lost their token, for whatever reasons. These Wishers are unable to leave the earth until they can retrieve their token, find another token, or until their wish-maker passes away.
•Cyber Wisher Dragons are an exceedingly rare class of Wisher Dragon. They are a result of a wish, as all Wisher Dragons are, but made contact or crashed into an object such as a satellite or space telescope before fully forming. Because of this, they take on a mixture of computer, machine, and living creature. They can be artificially crafted if a Wisher Dragon is experimented upon on earth as well. Cyber Wisher Dragons are impossible to kill due to their half-computer nature, but can be hacked instead. A Cyber Wisher Dragon's wish becomes a Mission, and can be tied to a Mission long after the death of their original Wish Maker.

•Wishers have a wide range of vocal capabilities, depending on the individual, which can range from verbal speech, to the sounds of almost all animals, the gentle sounds of nature, or even the sounds of an instrument!
•Most Wisher Dragons don't require food as sustenance (they are made of stardust, after all!) but enjoy it nonetheless!
•Although it's extremely uncommon, some Wisher Angel Dragons have genitalia, most commonly attributed to particularly specific wishes. Some of these can include fertility, sexual fantasy, or personal health.
•To kill a Wisher, you must destroy the Token and then slay said Wisher. It is highly frowned upon to do so, however, and is said to bring about misery and darkness for the rest of the killer's life.
•It is said that the Wisher AD species are capable of hearing the whispers of the universe, as well as sense emotions and thoughts.

Omg these guys are ADORABLE! The idea of a wish is so so cute too, are they also the size of a cat?
I can clearly see a difference in your cat-dragon inspired anatomy vs other kinds of dragons like the horse-like Dutch Angel Dragons, however... all your chibis for Dutchies look exactly like your Wishers. Think you could help clear up confusion by showing an example side by side of a chibi Dutchie and a chibi Wisher in your style so we can tell the difference visually which one you're trying to draw? I kinda thought almost all the dragons in your gallery should have been Wishers until I read the description to clarify. Even as chibis I would think two creatures that are so vastly different shouldn't be able to be confused for one another!

My Wisher Dragon has holographic wings that appear whenever she's flying, while another one of mine has more stingray-style wings. It really is up to you, so long as they can get up in the air to fly home. c:
