That's not exactly correct...
Hippos are aquatic mammals and they are seen quite prominently in the movie. And even though avians aren't seen, the 'lore' of Zootopia states that there are avians in other parts of the city. And given that two out of three are 'lore' correct, I'd imagine there would be reptiles as well. The only thing that is expressly 'forbidden' is primates.

Also, you notice there aren't any domestic animals? By which I mean pets, not livestock breeds. There's not a single housecat in the whole production, and there aren't any dogs unless you're watching the UK version (and then there's one corgi because, well, we're just that awesome I guess!).
