Nope - or at least, only for the front part : the elevation at the center looks rather like an Ohio-class, while the observation dome is totally Akula-class (971) like
Makes more sence that it would be a cargo sub, mostly because of the extended front, the only reason you would ever do that on a sub or most any sea vessel is for extra buoyancy.
Need that extra buoyancy for carrying heavy loads.
