As seen here, Doughty Dog used to be a fraudulent superhero that wanted all the fame and glory for himself by setting up his own disasters. But having gone through repentance and rehab, and having been confirmed to have made a U-turn for the better (and as a result of the STOPS panic), Super C put him on the USA waiting list, and eventually added him in.

Tomahawk: Welcome to the team Doughty Dog!
Snowstorm: And this year's mission is to stop voter fraud in the USA. There will be insane supervillains, politics, terrorism, wacky yet effective inventions like oliebol cannons, and Canadian geese. You're going to see a lot of things this year.
Chuong: More like too much and you forgot durian bombs too which makes things so much worse. Just when we thought we've seen it all, this year begins with a whole new can of worms!
Daemon: More like a Pandora's Box.
