True, but you also have to remember that if a war happened. People expected there to be at least some increase in tensions and warning before hand. So- you can bet there'd be sandbags over those windows!
And in the event of just a sudden boom. Well then you probably wouldn't have to worry about making it to a fallout shelter ;)
