I did use the aerograph of Sai for everything.
The sugar cover is achieved with several capes of white dots (big, medium and small) and reducing the opacity of every cape depending the size (The bigger are less opaque).
About of the degrading color effect, use a base cape and then in a upper one use another color and blur with the tool blur. Try to use the next color in the spectre (ej if you use red: orange or purple).
