All the Ollce (his species) do, actually!
It's a secondary sex trait and also extra limbs for their species. We don't have anything I can compare it to in humans haha.
But, young people don't have control over them until a certain age. Kind of like a second puberty. (Zeggy gets control over his at around age 18-19)!
