This guy is a cultural mishmash - quasi Zulu anklets, an oversized Siberian "horse stick," and a hat vaguely inspired by some wedding hats I'd seen in photos. What he's doing here, is feeding bits of copper to the river to ask for the salmon to return, which makes him even more of a cultural mishmash.
