GE replaced the Universal series (U-Boats) with the Dash 7 series (This appears to be a B30-7) in the mid 1970s.

The 4 axle U-Boats had truck sideframes that made them look more like 4 axle ALCO units from the 40s and 50s. Whereas the trucks on this unit look like a shorter, 2 axle version of GE's modern 3 axle trucks.

I see it is missing its fuel tank, but I see it's brakes are mu'ed with the loco to the left. That suggests these are non-working hulks being moved for storage or dismantleing. The UPY reporting mark is a mystery to me, but I don't think it means UP Yard. It certainly has seen some better days.
The type could be a U30B, U33B, or U36B. My eye's ain't so good at spotting types these days.

guessing its a U36B. not too knowledgable on UPY stuff, but my best guess that, at least now, it's either scrapped, used as a NPCU/slug as mentioned previously by others, or a remote control unit since several railroads (including UP) are experimenting with RC locomotives. :)

It's a former SP B30-7 #7842 rebuilt as a yard slug sometime after the merger. Note the SP style light package at the rear of the radiator deck and the more modern FB2 style two axle trucks versus the GSC B trucks the U boats and some earlier Dash-7s had (eg the B23-7 line had buyer options for either).
