I know this bird (and his female companion who I didn't post) rather well. My Aunt who lives down the road literally hand reared them, and they visit a few homes around the area (they are wild). Ive been able to walk around with him on my hand while feeding him a year ago, but thankfully he's grown a bit more wild since then (I say thankfully because I always fear they will be caught and kept by some asshole or eaten by a cat XD).

Yea, I always advise extreme caution while having un-clipped parrots inside loose (making sure all family members are aware of it being out, and the parrot in a secure room. All birds can fly very easily at a gust of wind outside, even if they are not used to flying (and even when their wings are clipped.) Its more landing they may have issues with, that and not being used to being wild.
My male cockatiel can fly when you clip his wings, hes an expert flyer. His mate, however, is hopeless with clipped wings. She did manage to fly outside once, though. But we have an enclosed veranda so she was quickly caught and put back inside. The male is too scared of the outside to try, haha.
I always offered to clip Pumpkin's wings but no one thought it was necessary because he used to just hop along the ground or sit on our shoulders.
