When I worked at Publix we were required to ask no less than three times if a customer wanted us to carry their bags. That's harassment in my book. Most of the time it pissed them off. And when I flat out told one that I had to or I would be fired they got upset at the store. Personally I think your only requirements should be courtesy, helping the customer find what they are looking for, and keeping the store clean. Those three things are a full time job anyway. But chains are always looking for something to make them stand out and executives get bored and make up dumb rules.
