No, not a literal crossover. Just an homage -- a character that fits within the laws of nature in Zootopia, but which clearly draws its inspiration from another famous mammalian pie baker.

I mean, Gideon can't possibly have just decided he was going to try baking and then became a top baker self-taught. Somebody somewhere had to see it in him first and get him started.
