It's the material they introduced for balance in Knights of the Old Republic (I think that's the first place it's seen; I don't know Star Wars too well) to keep lightsaber wielders from carving their way through everything. It's a naturally occurring material that resists lightsabers and blasters, so its used for armor and melee weapons.
