Step by step:
In photoshop cc:
Finish your image before-hand.
Merge all layers onto one image layer.
Duplicate layer so that there are two versions.
On top layer, go to filter -> blur -> motion blur
Blur at around 90-95 pixels
Once blurred, take your eraser tool, make it the blurred brush (soft-round) and put it at a large size (depending on your canvas size)
Erase the motion-blurred image in focal areas. (for example, mine is the character)
Do that until you have your desired motion blur! : D <3333
