I fucked up; her other arm should be similarly decorated. Her upper arms are metal, and we have never found out why - it doesn't figure in the plot or anything. They just are.

Oval art brush on a layer of its own, with an opacity mask of a huge medium grey rectangle that's been mezzotinted. You could do pretty much the same thing in Photoshop with stuff drawn on a layer set to 50% dissolve.
