The Scorpion was always an iffy design. It was made to seat two, but troops end up clambering on top of the thing and trying to huddle underneath the shields because it lacks anti-infantry firepower or any safe space to carry additional soldiers. It's basically a tank that soldiers repurposed as a very unsuitable APC because the UNSC forces always seemed to lack a decent APC/IFV of their own - at least until Halo 3, when they got a not-very-APC, an adapted warthog which provided slightly less protection for the passengers than a paper bag.

Even in the future, military contracts still go to the most politically-connected manufacturers.

*shrugs* My knowledge about Halo universe and basically any military area hits rock bottom. xD
