lol.. I'm not sure about anything in overwatch, but if it doesn't match the character's personality, then it could be based on the sona in the costume, or maybe it's an illustration from a moment they had in a voice chat.

Except this isn't art of Mercy, this is art of the player in the outfit of their preferred character class, acting as they play the game.
Just because I main Reinhardt doesn't mean I love David Hasselhoff, and if I got art of me dressed as him you can bet your bottom dollar that the dialogue would be raging at people for not standing behind the rectangle, not acting like a jolly old German . :P

Common knowledge for as long as alt skins for any game characters existed... They specifically have themes for players to fit into alternative personality or style types. Devil mercy, for example, apart from her looks, ever adds to the end of her ultimate line - "Heroes never die!... for a price"
Oh, im sorry. I see i should've worded that out more carefully specifically for the type of people who lack common sense to see the picture. You're right, i dearly apologize and im correcting myself - i was talking about alternative type of skins that completely change the way the character acts. A different person. In overwatch specifically those skins are called "legendary". They provide different lore and backstories, different appearance(way more than recoloring), different personalities, different weapon styles, different voice lines, etc. That perfectly fits type of players who dont like to portray themselves as original look of the character. Lots of my friends who play overwatch like to portray themselves as evil/uncaring kind of support, and they are absolutely loving the Devil/Imp skin of Mercy, who completely changes the way the character acts to reflect that.

That makes sense. So the costume forces the player to act a certain way based on their appearance. And the Devil and imp costumes give you new weapons styles to use. Is this in all cases or just dependent on that the developer has designed the game to make you play differently?
As i said, its designed specifically for players like you to help them fit into different personality types. Youre free to play as anyone you like, but if you dont see your character being a kind, cheerfull angelic helpful support character, then devil or imp skin, for example, might be just for you. If you like playing as ninja, but dont like being a cyborg, then human skin for genji is just for you. If you like mcree, but dont see yourself as a western cowboy, then his gambler or mystery man skins are just for you. Etc etc.
Ah, so its wrong to play a helpfu imp or a reluctant angel. And every costume change ever in all instances completely makes the personality change? Can some traits be maintained between costume types? Or is this specific to Overwatch? I only ask cause i've played games like DoA and there seems to be dozens of costumes between characters, but i've not seen their personality change. Does the player decide or the developer?
Alt skins exist to give players alternate aesthetic options. They have nothing to do with "fitting in" or "character personality" or whatever made up, unmeasurable metric you're preaching. If I act like an asshole when I play, I'm not going to select the devil skin so people can tell at a glance I'm an asshole -- I'm going to pick whatever skin I think is most visually attractive. Conversely, someone playing one of the dark/edgy character skins doesn't make them an asshole, it just means they like the darker color palette and horns.
You need to separate "Mercy, the character within the story of Overwatch" from "Mercy, the healer/support character class". This piece of art is the second, not the first, and it's an amazing representation of someone playing healer/support when they're ill-suited for the role.

Felicette doesn't know how to be a team player. So Disko is forcing her to play a team based game as the most supportive of characters. But all she does is find the stongest people and give the damage boost cause she wants to see the other team bow before her. Getting her to actually act like a proper support class is gonna take some work.
