I liked the design by Rav, but the more I think on it the less I like her being phage herself.

I'd like to thank  rav  runhurd  silverfly and  chaoscroc for all helping to conjure this up in my brain.

Plauge is a war orphan, one of many. Formerly of Conquering Storm's Egg Clan. Both her parents died during one of the raids during the ongoing civil war.
She drifted from camp to refugee camp, eventually landing in Angel City's resettlement slums. Angel city is built on angel island of course.
She had a thing for computers and cyberspace was her place to escape to.
It was there she encountered phage, unable to infect or control a user Phage manipulated her. sort of a dark shepard, helping her refine her skills and planning to use her future position as a programmer as a back door into the angel systems.
She was even getting her into a tech academy.

Then came the final clash between Phage and Nicole, Phage lost. Even with this girl's assistance Nicole, with the help of her friends, finally destroyed phage.

As the heroes went home and celebrated she held the fragments of Phage's core, and after a long time thinking on it. Plague took a bite of the broken core..

It overwrote parts of her memory and mind. Not a fusion, not an infection, but akin to a computer's OS receiving a massive update.
In the process she forgot her name.

Under the name Plauge she returned to the clan of her birth Serving under an elderly Conquering Storm for training and guidance. Storm Approved of a girl with ambition and a burning desire for vengeance.

Nominally and loyally she serves the renamed Storm Clan. But her real goal is vengeance on Angel City, on the Republic of Acorn, and especially on Nicole.

She's a Hacker and saboteur, in direct opposition to M-Sal's authority. The two clash as part of a subplot with Phage and Nicole themselves taking on a sort of digital divinity role. She couldn't be classified as a terrorist, as her goal isn't terror or fear, and those are not her tools.
She leads a group known as The Plague, masked hackers who are terrified of the power that machines and AI have over their lives. Looking for a way to fight back. She uses that entirely legit fear and feeling of helplessness to marshal criminals and concerned citizens alike.
They see themselves as an anti AI movement, and use Kubuki masks and items as their way of identifying each other. None of them realize it traces back to phage.

She still has that digital core in a file, afraid to consume the rest for fear of what she'd become.
