Here's a bit of info about him straight from his creator:

Whiplash is a bit of a wild one. He's very outgoing and is pretty forward in the way he talks and acts. Like a Jurassic Park raptor checking a perimeter fence, he will probe a character's personality for weaknesses and try to exploit them for his own amusement. He's a prankster, but stops short of being a merciless bully. Fortunately for the females, he prioritizes flirting over intimidating.
