This character just started as a mere rival for Tsuru but he has become an important and exciting character for me to draw these days. It was hard to find an animal that could rival Tsuru without becoming another copy of him, and when looking for inspiration I just saw this episode from the cow and chicken cartoon in which there's a very muscular bully (hence the name Billy). I really loved his body and I just thought how cool the cow would look with that body and that's how billy was born.
