That depends on who you ask. According to King Sethrophe, Arostarr is a rebel against his lawful rule, and thus must be found and made to pay for his crimes before the Court.

According to Arostarr and his friends, King Sethrophe is a tyrant against whom they are rightfully resisting.

Note that these two positions are not incompatible...

(Out-of-universe answer: Arostarr is essentially the primary hero of the G.E. Predators setting. Note that this doesn't mean that Sethrophe is not the lawful ruler of the worlds under his control -- by law, he is -- but that Arostarr and his allies feel they have legitimate grievances caused by Sethrophe's actions while in power.)
