This is Mewthree, the main character of a Pokemon-based story called "The Weakest Link".
After Mewtwo defeated Giovanni for the last time and erased his memories, the man forgot all about Project Mewtwo... but his desires and ambitions, however, were not erased... and neither were the records about Project Mewtwo.
When Giovanni found the records on Project Mewtwo, he was surprised... and judging from the records, he came to the conclusion that his memory had somehow been tampered with. As the criminal leader and his forces investigated locations where Mewtwo had been reported to be met and fought, their sealed memories slowly came back... and it was then that Giovanni decided to try it once again.
Giovanni figured out that Mewtwo may not be controlled. He was too rebellious, too independant, too stubborn. It would be much easier to, instead, create a new clone... a clone that would be even stronger and that would be docile and easy to control.
Searching through the entire world, Team Rocket gathered the needed DNA... and finally, Mewthree was created and this time, Giovanni did not repeat his mistakes...
I will not tell the entire story there but that's her background story, pretty much.

It'll be interesting to see where THAT is going. Basically, that'll be pretty much like a machine: dependant on human input. But eventually machines will develop a self consciousness and.... well.... There will be a time where Giovanni will cross that line just as much as he crossed Mewtwo's line. But the weakest link is a good title to give this Mewthree.

Well, Mewthree, unlike Mewtwo, was not born an adult.
Giovanni, in order to make sure that Mewthree would never rebel, raised her in a way to eliminate any trace of self-respect, hopes, and dreams that she might have.
Mewthree only think of one thing: to serve Giovanni. NOTHING ELSE, including her self-preservation, has any value to her. Every single part of her mind that once defined her, Giovanni crushed it. Mewthree is the perfect Pokemon Giovanni seeked to create.
In short, she is pretty much a living, semi-sentient tool... which is why she is the "Weakest Link" for despite being alive, she have no will of her own, no dream of her own, no thoughts of her own.
... and this lack of an identity of her own, this complete, total dependance upon a master will prove itself to be her undoing in the end, when she will be separated from the master she was created to serve.
