I wonder if the sheriff and bandit perhaps have something similar going on to Batman and Catwoman as the sheriff looks like he's enjoying the situation given the panting and the bandit looks like she's being rather flirtatious. He may have more or less given up trying to catch her because she's just too good but if she's the sort whom doesn't really hurt anyone he might even let himself get captured. Since he's presently ungagged it looks like the bandit's not too concerned about the sheriff crying out and there's probably some banter going on, and with the position of her fingers it looks to me like she might be testing to see if he's ticklish. So just a little consensual bondage and fun and I'm sure the sheriff will look suitably dishevelled and tired afterwards so everyone would know he put up a ferocious struggle and he'll try even harder to capture the villainous vixen next time but as everyone knows, she's just too good...
