This is Osei, Toma's older sister and heir to the Tsukuhara clan. Her primary job as a shogunate agent is to gather evidence of wrongdoing and to subdue criminals and rebels. To accomplish this, she uses a combination of guile, cunning and martial skills. She is a fast talker, one of her favorite tactics being to perplex and confuse her marks with outrageous claims, leading to them incriminating themselves. Osei keeps a pair of tonfa concealed in the sleeves of her kimono and the handle of her parasol contains a hidden blade.

Around those she cares for, Osei is kind and compassionate, though mischevious. She enjoys playing tricks on her siblings, always offering a piece of mochi as an apology afterwards. In battle she's boisterous, laughing and taunting her enemies to throw them off guard.
